Kansas House Committee Supports HB 2476, Standing With Farmers

The Kansas House Agriculture and Natural Resources Committee advanced HB 2476—commonsense legislation that protects farmers’ access to essential crop protection tools and codifies existing Kansas case law.

Crop protection tools, including pesticides, help farmers control invasive weeds, protect crops, and adopt practices that save time, fuel, and resources—helping keep food affordable and accessible. Kansas growers rely on these products to produce crops such as corn, wheat, and cotton, cornerstones of the state’s $27 billion agriculture economy. Losing access to these tools would increase production costs and place added pressure on grocery prices, potentially driving food inflation higher at a time when Kansas families are already struggling with affordability.

“Kansas farmers need regulatory certainty, not courtroom second-guessing,” said Modern Ag Alliance Executive Director Elizabeth Burns-Thompson. “HB 2476 makes clear what has been the law of Kansas for more than 30 years, that the label is the law. That legislative certainty is critical to ensuring farmers have the tools they need to continue feeding and fueling this country.”

HB 2476 reinforces longstanding federal policy and existing Kansas case law by clarifying that when a crop protection product label is approved by the U.S. Environmental Protection Agency (EPA), it satisfies all state labeling requirements. This framework reflects decades of scientific review and regulatory precedent, ensuring farmers and manufacturers are not subject to a confusing patchwork of conflicting legal standards.

“By advancing HB 2476, the Kansas House Ag Committee sent a clear message that they stand with Kansas farmers,” Burns-Thompson added. “We urge the full House to act swiftly and advance this bill.”
